I used to use an app called Proxifier back in the day to force Steam through a proxy. Last I checked Steam does not support proxies (not sure if that's changed) so it might be a bit of a pain. Way to test it is to tunnel everything through a VPN and see if the problem magically disappears (don't purchase things while logged in through a VPN check the steam subscriber agreement there's restrictions on what they will let you do through a VPN). I haven't heard of this happening though. If not there's always the possibility that your ISP is specifically targeting and throttling Steam traffic. Try a few and see if your speed improves. Greenland is also a possibly useful choice because I doubt it's very heavily used. For example, I am in New Jersey so I am set to use Philladelphia, but I can also switch to New York if I have issues.
